We offer full "Assigned Certifier" and "Design Certifier" services for the construction of Residential or Commercial Projects, where a registered builder is used.

From the 1st March 2014 the Department of the Environment, Community and Local Government introduced the “Building Control Management System” (BCMS). This system is to ensure that there is strict compliance with the Building Regulations when construction work takes place. This requires a building owner, to undertake the following when constructing a building:

1. To assign an “Assigned Certifier” & "Design Certifier".

The Assigned Certifier will inspect and certify the works in accordance with the documents and drawings submitted with the “Commencement Notice” and issue a Certifcate of Compliance when the works have been completed certifying that the works have been carried out in accordance with the Building Control Regulations 2014.

2. To assign a “Builder”. 

Competent Builders will be registered with the CIF/Homebond/CIRI and in the future they will be placed on the “Construction Industry Register Ireland”.

Their role is to build and supervise the works, in accordance with the documents and drawings submitted with the “Commencement Notice”.

3. To ensure that there is compliance with the Building Control Regulations and to maintain records.


Our "Assigned Certifier" services include:


To act as the “Assigned Certifier” & "Design Certifier" to design, inspect and certify the works in accordance with the documents and drawings submitted with the “Commencement Notice".

To act as the PSDS, when appointed, and to register your project on approved form AF1 in accordance with the Health & Safety Legislation.

To prepare tender documents & specifications and to tender the project to registered builders.To evaluate the tenders and appoint a registered builder. To prepare Part L compliance documentation for BER specification.

To prepare raft foundation drawings, structural plans, construction details etc.

To upload all documentation to the BCMS system and to manage documentation.

To certify compliant works.

To undertake 2 foundation and 6 stage payment inspections and to prepare an inspection report for each stage in accordance with the “Inspection Plan”.

To prepare mortgage costings / stage payment certificates etc.

To inspect the works as they progress and to issue all site instructions to ensure compliance with the planning permission and the building control regulations.
